RE: Upcoming Wage Reduction


We would like to give you notice on an upcoming wage reduction that you will see on your next paycheck. For timeline and background information visit www.AFSCMElocal60.org

The current 2014 contract contains the follow language:

The City reserves the right to reduce base wages by a maximum of 3% effective March 16, 2014. The City will meet and confer with the union prior to any reduction in wages.

Per this language as the Bargaining Committee we began meeting & conferring with the City of Madison in early January 2014 to discuss the pending budget required reduction. We had multiple meetings with Labor Relations regarding alternatives to the proposed base wage reduction of 1.12%. After research and discussion the only viable alternative was to use unused VEBA (Health Savings Account) dollars from the 2011-2014 contract to offset the base wage reduction. Therefore reducing the overall base wage reduction from 1.12% to .7%.

While none of us are happy to take the reduction, we believe that this was the best and most equitable way to deal with the situation at hand. We fought for a reduction that would have the least amount of impact unit wide.

The recently approved 2015 & 2016 contracts while not providing for a set wage increase does not contain language requiring wage reductions. We have met with and continue to meet with the Mayor regarding restoration of the 2014 reduction. We will keep you apprised of future developments.


*Please note job classifications that have rates that are at or slightly above the Living Wage rate ($12.45) will not see the .7% base wage reduction as it will drop them below the Living Wage rate as set by Madison Governing Ordinance (MGO 4.20). This applies specifically to job classifications: Attendant, Event Aide, Shallow Water Host, and Library Pages


Timeline & Background of AFSCME Local 60 contracts with the City of Madison

2013
• In the last pay period of December 2013, we received a 3% wage increase.
o The raise was based on the language within the contract bargained in March 2011 which included a 2% wage increase in the last pay period of 2012, and a 3% wage increase in the last pay period of 2013. This contract ran from March 2011 – March 2014.

2014
• The current contract we are working under is March 16, 2014 – December 31, 2014.
• This year, we reached a Tentative Agreement with the City of Madison for 2015 and 2016 contracts. Members attended informational sessions in late January 2014 and ratified both contracts on January 28, 2014.
• The Madison City Council approved of the Tentative Agreements on February 18, 2014 for 2015 & 2016 contracts.

2015
• The contract period is January 1, 2015 – December 31, 2015.

2016
• The contract period is January 1 2016 – December 31, 2016.

2017
• Presumed when the Employee Handbook will go into effect.
